HighCom Answers Police Call for Rifle-Rated Armor Plates

In July 2017, Commander for the Training Division of the Charleston Police Department in West Virginia, Sergeant Chris Johnson, and his department were among several police departments around the United States considering rifle-rated body armor for its officers. When Charleston City Council approved the purchase of $114,000 in body armor, equipment, and medical trauma supplies for the department, Sgt. Johnson knew they would require stronger body armor following yet another tragedy in the country where in Dallas, a man wielding a rifle killed five officers and wounded seven.

Now, no longer deployed just by SWAT and Military, Law Enforcement agencies all over the country have responded to these changing threats with an increased demand for life-saving rifle-rated protective armor for their patrol officers.

Charleston Police Department became one of those agencies. Yet its requirement for rifle-rated armor was going to have to exceed industry standards, and the bullet-resistant plates were going to get tested far beyond their usual limits.

Challenge

Five body armor companies submitted samples to Sgt. Johnson’s team for testing to determine if the armor plates could withstand conditions the department required to not only stop rifle threats, but stop high-velocity ammunition at a very close distance. Among the five companies, HighCom Armor presented its Guardian AR1000™ hard armor plate for testing. The AR1000 is a lightweight, stand alone plate providing Level III+ rifle protection engineered from Ultra High Hardness armor steel (UHH) and covered in a polyurea ballistic fragment anti spall coating Rhino Extreme™ 11-50.

Put to Test

To test the submitted armor samples to their limits, the team clamped rifles to a table and fired them using a 100-foot paracord as a chronograph to measure the speed of each bullet, and a ballistic shield protected the officers from the shrapnel coming off the armor plates.

The National Institute of Justice (NIJ) ballistic standard requires body armor to stop a bullet from 50 feet away, but Johnson’s department said, “Most police officers find themselves within about 20 feet of their attacker.” They needed to test the limits for the worst possible scenario and set up testing the armor from a mere 15 feet firing range. “Some plates didn’t hold up,” Johnson said. “I’m sure they probably would have at the testing levels of NIJ standards, but not our standards.”

While certain bullets ripped through the other sample plates, the same ammunition left only a slight dent in HighCom’s AR1000 Level III+ plate. Taking the scenario to the extreme to compare other plates against HighCom Armor’s, “We even tested Level IV plates, which is the highest level of protection and what we have now, or what we’re getting now; it surpassed that,” Johnson stated.

Based on what testing was demonstrating, Johnson had some suggestions for HighCom and spoke with CEO/President, Mike Bundy that evening. The next day, a new prototype plate arrived in the mail.

Solution

As with many concerns with body armor, Johnson’s highest concern was with the spall or “shrapnel” that gets created as a bullet makes an impact with something like a metal plate. “When the bullet hits the metal, it fragments,” Johnson said, “and those fragments are high-velocity little shards of metal, just like a grenade.” This is where the protective polyurea ballistic fragment anti-spall coating Rhino Extreme™ 11-50 is a critical component of HighCom’s steel plates, as it prevents the occurrence of spall when a bullet makes contact with the plate.

HighCom Armor went on to send several additional prototypes, and following rounds of testing and suggestions between the two teams, they worked towards the ultimate goal of creating a plate that could perform to the Charleston Police Department’s intensive high standards and requirements for body armor worn by its officers.

Johnson’s intensive testing and expectations on armor protection gained attention at Law Enforcement agencies in West Virginia and surrounding states, while his input on the evolving design and re-test of the prototypes ultimately helped HighCom Armor create a final plate design officers in Charleston could confidently wear to protect against close-range rifle threats.

“Although we’re a for-profit entity, our #1 focus is protection,” Bundy said. “We build a lifesaving product, so we really try to work hard with our partners to deliver a solution as quickly as we can.”

Clarksville Tennessee Police Department purchased a HighCom Armor Bellfire ballistic shield under a private label/OEM through one of its highly valued partner distributors, and it is from where Sergeant Robert Blamer shared a story from his Department that speaks not only to the importance of Law Enforcement having only the highest quality armor on-hand and ready for quick deployment, but also to the level of quality service customers’ will experience when purchasing armor systems from HighCom and its reputable partner distributors.

The Situation

Responding to a suicidal subject call after midnight in July of 2021, Clarksville Tennessee Police Department’s Sergeant Robert Blamer and the dispatched team were debriefed on a situation of a subject barricading themselves in a downstairs room with a handgun. Familiar with the shield and its capabilities having used it on several occasions with his department’s tactical unit, Sgt. Blamer grabbed the 24×48 ballistic shield, which is manufactured using a UHMWPE based material with an exterior cover of polyurea with Rhino Extreme 1150R Anti Spall Coating and a 4” x 16” ballistic viewport, from the precinct prior to heading to the scene.

Sgt. Blamer detailed prior to his arrival, “His Officers attempted to call out to the individual in the residence to attempt to negotiate a peaceful outcome and to make entry,” including, “retrieve a 2-year-old child [who] was sleeping in an upstairs bedroom.” It was then, “The subject fired off a round immediately upon entry, causing the Officers to back out and hold the front door entryway.”

The Situation Intensifies

Sgt. Blamer arrived on scene and brought the shield to the doorway, set up a team, and entered. “We moved behind the shield and set it facing toward the rooms the subject was believed to be in,” Sgt. Blamer stated. “This allowed Officers to quickly go upstairs and get the child outside to safety, [where] “we continued attempting to call out to the subject from the front door utilizing the shield as cover.”

“A large cloud of smoke became visible, and the subject stepped out holding the handgun as Officers pleaded [for him] to put it down.” Sgt. Blamer and the team, “Realizing the subject had set the house on fire, we stayed in place continuing to attempt to negotiate until the heat and smoke forced us to back away to the roadway.”

Fortunately, “A negotiator arrived, and we continued to talk out the subject using the shield in conjunction with a patrol car for as much cover as possible,” Sgt. Blamer said. Following a very intense exchange, the team was able to gain control of the situation and, “The subject was taken into custody in the front of the residence, as it was fully engulfed in flames.”

The Result

Sgt. Blamer recalls the situation highlighting the importance of having the shield that day. “The shield provided the safety and confidence to attempt to negotiate with an armed subject who was as close as 15 feet way at times during a two-hour standoff,” stating, “the shield, along with good tactics were instrumental in a positive resolution with no injuries to the subject or Officers.”

The Story Continues

With the shield acting as an armored wall of protection between an armed subject inside a home engulfed with flames, and Officers on a mission to protect the life of a 2-year-old child, disarm an intensely charged situation, and ensure the safety of the Officers and all who were involved in the standoff, the shield’s viewport ended up getting warped by the heat of the flames from the house. Although the viewport was damaged by the intense heat of the fire, the shield itself suffered no damaged to its exterior, but without use of the protective viewport, the shield needed repair as quickly as possible.

The Repair

Sgt. Blamer reached out to the partner distributor about the viewport and immediately they notified HighCom Armor of an urgent repair that needed to be done on the shield.

Recognized for their commitment to exceptional customer service and having a deep understanding to the urgency for Law Enforcement agencies to have armor on-hand and ready to deploy without notice, the partner distributor and HighCom jumped into action. Working with the distributor partner, HighCom Armor readily accepted the damaged shield and submitted the RMA with return label at no cost to Clarksville Police Department. Clarksville Police Department shipped out the shield which was received on August 17th. The shield was immediately repaired and shipped back to Clarksville Police Department on August 18th via Priority Overnight; ensuring Sgt. Blamer and his Department would not go long without it.

Conclusion

The shield arrived back at the precinct with Sgt. Robert Blamer within 24 hours testifying to the exceptional commitment to service by HighCom and its partner distributors to get the armor back to Sgt. Blamer as quickly as possible. The quick turnaround time also demonstrated that whether it is Clarksville Tennessee Police Department, or any other agency, purchasing and deploying HighCom Armor ballistic armor and protective equipment, all can rest assured they will not only receive the highest performance of protection from a HighCom Armor product, but they will also have these life-saving products ready for deployment at any given moment the situation calls for them to use it.

Request for Testing 

Recently, HighCom Armor was approached by a client requesting facilitating additional testing on the Trooper sa2910 Soft Armor Panel beyond current Level II standards to handgun special threats they are seeing in the field.

Testing 

The Trooper sa2910 was submitted to one of HighCom’s third-party partnered NVLAP accredited ballistic laboratories for testing, where the soft armor panel was tested against various projectiles and ranges, including contact shots from 9mm +P+ (SXT), as well as 7.62 x 25mm Tokarev 85 gr FMJ, .357 SIG, 125-grain Gold Dot Hollow Point (GDHP), and .357 Sig 125gr T-series, Winchester Ranger. The unique ballistics testing went beyond the NIJ Standard 0101.06 Level II Threat testing against the 40 S&W Full Metal Jacketed (FMJ), 9mm Full Metal Jacketed Round Nose (FMJ RN), and the .357 Magnum Jacketed Soft Point (JSP) handguns which is currently listed on the NIJ’s Compliant Product List (CPL).

Special Threat Testing Outcome 

The performance outcome of the Trooper sa2910 was significant, as testing demonstrated the soft armor panel passed testing against additional special threats, which is uncommon to receive for a Level II package. With its multi-hit capabilities against NIJ 0101.06 certified handgun threats, end users can also rest assured knowing if faced against special threats outside common handgun projectiles during deployment, the Trooper sa2910 is going to perform beyond the certified standard by the NIJ for Level II soft armor.

Opened in 2007 by Marge, Large Marge’s Philly Cheesesteaks is a family-owned restaurant located in Wheat Ridge Colorado. Sandboxx

Sandboxx is one of those service-providing companies that is just awesome. SandBoxx offers a few things to keep families in the military community connected. First, the App allows loved ones to write letters like writing emails to their loved ones on base from their mobile phones, but the App then sends the message for print and mails out for delivery to the military base where family members are stationed. Instead of loved ones lagging through the process of sending thoughts and prayers to their family members first on paper, then to post office, and then finally arriving to their loved ones, Sandboxx takes care of it all, and as frequently as you want. You even receive a tracking link so you know when letters arrive. Servicemen can write back too with branch-specific reply stationery. It also provides a service for sending Biblical versus to recruits at different intervals too. New recruits always know they are being thought of while away at basic training. In addition to the APP, you can also purchase apparel, gift cards, and letter add-ons to send. The website even has a News and Resources area where family members can read up on what happens or what to expect during basic training or military service life in general for all the branches. Pizzeria Rustica

Pizzeria Rustica was founded in 2008 by David Brackett, a 31-year US Air Force Colonel and Fighter Pilot veteran in 2008. Inspired by Brackett and his wife’s 14 years’ in Europe while serving the military, Brackett brought the authentic taste of a “generations-old neighborhood trattoria in Italy” to Colorado Springs, Colorado. This Neapolitan wood-fired pizzeria, Pizzeria Rustica has been awarded multiple distinctions including Best Pizza and the 4-Star Certified Green Restaurant rating, the highest rated in all of Colorado and the 11th in all of the United States. For visitors, it is the rustic wood-fired pizzas that are its claim to fame. Pizzeria Rustica makes its dough every day using flour imported from Italy, San Marzano tomatoes sourced from the base of Mount Vesuvius near Naples, yeast from off the coast of Naples, and uses sea salt in its recipes. And the mozzarella. The mozzarella gets stretched to a soft, silky consistency every day from fresh curd brought in from Wisconsin daily. Sword & Plough was founded in 2012 by military family sisters Emily Núñez Cavness and Besty Núñez when Emily, a veteran herself, was participating in the Reserve Officers’ Training Corps program at Middlebury College. This Denver-based company utilizes military surplus material of leather, fabric, and hardware to create high-quality, fashionable bags, totes, work and travel bags, and jewelry. The sisters grew up in a military family at West Point and the entire company is structured around supporting the military, veterans, and military-focused charitable organizations and causes across every aspect of the business. The Virginia Tea Company was borne out of Army veteran and founder Marisa Lightfoot’s vision, passion, and love for tea which became her calling to share the benefits of tea with Americans who are not as avid tea drinkers as the rest of the world, alongside the necessity to ensure the teas and herbs she would use, were all Fair Trade. Launch Pad Brewery

US Air Force veterans David Levesque and Henry Rusch opened Launch Pad Brewery in 2015 in Aurora, Colorado after their stationing at Buckley Air Force Base turned them into lifelong friends. It’s “Craft beer is our rocket fuel” mantra truly is representative to the owners and staff’s passion and love for the brew one experiences when visiting this brewery. The beer recipes are some of the most unique flavors around, with blends of blueberries, dragon fruit, Michigan sweet cherries, and even peppermint extract available among brews and ales on its current menu. For people who go the more traditional route for their brews, Launch Pad Brewery offers IPAs, American red ales, brown ales, wheat beers, Irish and Belgian style brews, and stouts, as well as traditional German-style Kölsch beers. Cartersville Police Department Donation Recipient of ODMP & HighCom Armor Law Enforcement Campaign

Cartersville Police Department was chosen as the recipient of over $8,000 in HighCom Armor protective body armor in the ODMP x HighCom Armor LE Campaign. Following the nomination from winning donor Don Moody, a retired law enforcement veteran serving 28 years in the Cleveland, Ohio area and who continues serving his community as the Public Safety Instructor at Bartow County College and Career Academy (BCCCA) in Georgia— teaching the students patrol, CSI, tactical team, and EMS training, the donation “came at the perfect time as we have been working to provide new and updated protective gear to the CPD Tactical Team members [and] enables us to outfit one more team member this year,” said Lieutenant Firth from Cartersville Police Department.

THE CHANGING BALLISTIC THREAT LANDSCAPE 

Where handgun threats were once the major threat against law enforcement just 40 years ago, law enforcement, special ops teams, and first responders are now up against the changing landscape of threats from AR-15, SKS, and AK-47 rifles and other semiautomatic rifles. Not only are these rounds capable of piercing stand-alone level II or IIIA soft armor, these bullets pierce walls, telephone poles, and can penetrate cars as well.

OUTGUNNED & OUT ARMED 

Law Enforcement is facing unprecedented threats in the field, where they are frequently outgunned by those who are armed with higher velocity armor penetrating bullets. These weapons pose a serious and deadly threat to our first responders, and it is becoming even more critical to wear higher level protective body armor routinely and for longer periods of time. Particularly for those deployed in urban areas where semiautomatic rifles are commonly used.

EXTRA PROTECTION EQUATED TO PAINFUL POUNDS & DISCOMFORT

Unfortunately, protecting a life from these threats usually meant heavy and bulky armor, which was unsuitable for long-term wear. And if the armor is uncomfortable to wear, in less extreme situations while on the job, operators may be hesitant to wear it at all. Long-term wear of heavy armor can cause lower back pain, muscle fatigue, or chafing and blisters. It also can reduce the wearer’s tactical effectiveness or impair their marksmanship when the weight of the armor begins to take its toll on the body. Heavy body armor can also get incredibly uncomfortable for those who must stay sedentary for long periods. Essentially, high-level protective armor is difficult to wear for a few hours, let alone for the entirety of an eight-hour or longer shift.

And then there is the weight. Scientific research has shown, extra weight on the body can have negative effects on our health and wellness. Unnecessary weight is bad for the joints, back, knees, heart, the lungs. Yet, police officers, special forces teams, and soldiers can add up to 40 lbs. of extra weight on their bodies from the armor and gear they must wear in their line of work. This may not always have an immediate negative health impact, but over the years this can become a serious health issue for many of our front-line heroes.

Yet, routine use of appropriate threat level body armor does significantly reduce the likeliness of fatality from a ballistic bullet hit. It must be worn to save lives, and it must be worn regularly.

Timeline of Sourcewell RFP

  • In November of 2020, Sourcewell released RFP #011221 for Body Armor with Related Accessories, Equipment, and Services.
  • In January 2021, HighCom responded to this RFP with the intent to increase it’s supply of high quality USA made body armor and protective equipment through the nation’s most successful Cooperative purchasing program.
  • In March 2021, HighCom was chosen as one of five successful bidders out of 17 to receive the opportunity to contract with Sourcewell for the supply Body Armor with Related Accessories, Equipment, and Services.

Why HighCom engaged Sourcewell

Sourcewell’s role is to help educate and support vendors and participating entities to provide a connection for the pair to work collaboratively towards the success of connecting quality products with end-users demands.

HighCom would look to integrate the Sourcewell contract similarly as our GSA, DOD Fedmall, and NASPO contract as a contract vehicle for participating entities to use towards a guaranteed lowest price acquisition on quality body armor protective products. HighCom would advertise and provide an online portal to the Sourcewell contract and related entity for agencies to find their registration and/or join Sourcewell for procurement purposes.

HighCom Technology and Sourcewell Order Management Process

STEP 1: HighCom receives an order from the participating entity and begins the internal workflow to enter the sales order and confirm with the customer. Once entered from sales order the internal logistics team creates fulfillment and/or work order depending on if the item is in stock or needs to be manufactured.

STEP 2: Once the work order/fulfillment moves forward, associates in our facilities act to get the items gathered, inspected, and packed for delivery to the customer.

STEP 3: The order is automatically fulfilled and billed to the customer through the workflow of our ERP/MRP systems.

STEP 4: Our sales reporting system enables capturing of sales contract identifications quarterly, annually, or according to the required timeline. Providing completed detailed reports on customer compliance of contract in excel, pdf, or other mediums as required by Sourcewell.
